The system used by Pokémon World Online to handle battling, while adequate, is quite sadly underdeveloped. This means that while it works well for the most part, sometimes an attack doesn't work exactly as you'd expect it to, or doesn't even work at all. This can be due to a bug, or simply because the move's behaviour has not being programmed in yet or is unsupported by the system.
When a move in PWO does not work in the same way you'd expect if you played an official Pokémon game, it is called a Broken Move.
Some moves have simply not been databased into the game yet as well, meaning they are non-existent, and are not learned by any Pokémon in PWO currently. This applies to the majority of generation 5 moves.
