The Cerulean Cave Quest begins in Mt.Silver, by talking to the NPC Gerald at the house located there. Gerald wants you to run some errands for him, and in return he will give you access to the Cerculean Cave.

Requirements
- You need to have all the 16 gym badges from Kanto and Johto, so you can access to Mt. Silver.
- You need to have 400,000 Pokedollars, so you could buy the Ancient Gem from the Musuem in Pewter City.
- You need a Dragon Scale, which can be acquired by completing the Whirl Islands Quest, or by defeating Horseas/Seadras.
- You need to have a Wind Surfboard, so you could complete some part of the quest.
Walkthrough
Step 1
NPC Gerald wants you to bring him an Ancient Gem that costs 400,000, which can be bought from NPC Scotty which locates at the back entrance of Pewter museum.
Step 2
After buying it, return to NPC Gerald in Mt. Silver. Talk to him. He then wants you to talk to his friend in Ruins of Alph.
Step 3
Travel from Mt. Silver to Ruins of Alph. Once you're at Ruins of Alph, go to the direction of southeast. You see a pool of water. Surf down the pool of water and you should see an entrance. Enter it.
Step 4
Talk to NPC Ruin Maniac Carl. He will tell you some letters. You need to memorize the letters he said because NPC Gerald will ask you for it. In case you forget, talk to NPC Ruin Maniac Carl again.
Step 5
Travel back to Mt. Silver and tell NPC Gerald the answer. He will ask for one final thing, a Dragon Scale. A Dragon Scale can be acquired by completing the Whirl Islands Quest, or by defeating Horseas/Seadras.
Step 6
Give NPC Gerald the scale. Once you've completed that, simply talk to the Cerulean Cave Guard in Cerulean City and he will grant you access to Cerulean Cave! Congratulations!
