The Digletts Cave's Quest begins in Digletts Cave B2F by talking to a NPC named Pokemon Ranger Bob. To access this place you just need to fall from the dark holes located in the Digletts Cave B1F.
Walkthrough
Step 1
Start by talking with Pokemon Ranger Bob, he will request you to faint Digglets and Paras until you have 5 or more Shiny Rocks and Wild Murshrooms
Step 2
Once you have 5 or more Shiny Rocks and Wild Mushrooms go back to him to complete the quest. Upon completion, he will let you to buy the TM 78 (Bulldoze) from one of his aids, Valency, by 2,000 
each.
