The Dragons Den Quest is the hardest Quest in-game, requiring a lot of patience. It requires you to run around and do multiple tasks for multiple NPCs in both Kanto and Johto in search for the Dragons Den. Once complete, you will have access to the Dragons Den.

Walkthrough
Step 1
Your first step is to begin the Quest. Make your way to Saffron City and speak to the old man in front of the Silph Co. building named "Scientist". After talking to him, you learn that he doesn't know anything about the Dragon's Den, but that his friend in Cinnabar Island might know.
Step 2
Make your way to Cinnabar Island and enter the research building and speak to Edward. He'll tell you that he's late on some work and that he should of collected some information on some dragon Pokemon and asks for your help. He tells you that he doesn't remember what the Pokemon is that he needs to research, however he tells you that it can be found in the Whirl Islands and that it drops a scale. The Pokemon that he is talking about is a Horsea. The scale he is talking about is the Dragon Scale.
Step 3
Make your way to the Whirl Islands in Johto. They are located south of Olivine City. Once you're there go inside the caves and surf for Horseas until one drops a Horsea Scale. Once you've found a Horsea Scale, return to Edward in the Research Lab.
Step 4
Edward will thank you for finding the Pokemon. He says he needs information on another Pokemon. He tells you that this Pokemon sheds it's skin periodically and also that the Science Lab has one of them. The Pokemon he's talking about this time is a Dratini.
Step 5
Make your way to the Saffron and go into the Water Lab. You'll have to search for a Dratini and defeat. Upon defeating it, it will drop a Dratini Skin. Once you've obtained it, return to Edward.
Step 6
Edward will thank you for helping him. He then tells you that he doesn't know where the Dragon's Den is but that he knows a friend that might. He tells you to talk to a Retired Guide NPC who lives in Cherrygrove City, which is located in Johto.
Step 7
Go to Johto and then to Cherrygrove City. Once you're there, enter the southwestern house in Cherrygrove. In there you will find the Retired Guide NPC.
He wants your help to fulfill his dream of being a guide once more. Keep talking to him and he will tell you that his friend Pokemaniac Jimmy might know where it is. He tells you that his friend is located in Cianwood City.Go to Cianwood City by surfing there or by talking to the ferry master near the dock. Once you speak to Jimmy he tells you that he wants you to prove yourself as a Pokemaniac as well. This means you need to have at least 150 Pokemon in your PC box. You also need to have seen more then 150 different Pokemon.
Once you have finished both requirements, talk to Jimmy again and he will tell you that you are indeed a Pokemaniac, but that he doesn't know where Dragons Den is. He says that he might know someone that does. The person he is talking about is located in Mt. Mortar.Step 8
Make your way to Mt. Mortar which is located to the east of Ecruteak City. Enter it and explore a bit until you find the NPC known as Jack. He will explain to you that he saw a Geodude running around with a piece of paper. Simply defeat some Geodudes until it drops a "Kidnap Note".
Step 9
Read the note and you'll get the hint to the next clue. Your next step is to talk to somebody in Mahogany Town named Albert. Talk to him about the Dragons Den and he will tell you that he can only give you a clue as to where to go next.
The next place to go is to the east of Mahogany to the Ice Cave containing the Ice Path. In Ice Cave you will find an NPC named Don who will make you take a small quiz about Dragons. The answers to the quiz are located on the Web or on this Wiki. If you fail to get at least 4 out of 5 correct, you will have to wait 2 in-game hours before you can try again.
Once you've answered them correctly, he will tell you that your next clue is in "a town haunted by ghosts". The town he is talking about is Lavender Town located in Kanto.Step 10
Once in Lavender Town, go to the Pokemon Center and speak to Patrick. He tells you that he doesn't know anything about the Dragons Den, but that he knows a friend that might know about it. He says his friend is "in a city who's smell is unforgettable". The city he is talking about is Celadon City.
Go west of Lavender town through Saffron City or through the Underground Tunnel to access Celadon City. Once in Celadon, go into the restaurant that's located southwest in the city. Speak to the NPC there named the Food Critic. He will tell you that he doesn't know anything about the Dragons Den but that his mother does, and that she loves to shop in malls. To find her you'll need to go to back to Johto, and into the Goldenrod Mall located in Goldenrod City.
Step 11
Once inside the Goldenrod Mall, go to the very top floor and speak to the NPC named Cheryl. She will tell you that she might know something about the Dragons Den, but that she wants you to do her a favor first. The favor is simply to return a pan from her friend Cindy in Olivine City.
Make your way from Goldenrod City to Olivine City, and then talk to the NPC there named Cindy. She will be smashing bugs with the pan. Cindy will give you the pan and now you must return it to Cheryl in the Goldenrod Mall. Once you've talked to her she'll admit that she really doesn't know anything about the Dragons Den, but that her friend in Lavender Town who's Pokemart has gone bankrupt might know something. Go back to Lavender Town in Kanto.
Step 12
Once in Lavendar Town talk to the old NPC lady that's next to the Pokemart named Pokemart Owner. She will tell you that she knows about the Dragons Den but that you have to talk to her friend in Mahogany Town named Cole. Go back to Johto again and then to Mahogany Town. Talk to the NPC there named Cole. He's next to the gym. He will tell you that he knows where the Dragons Den is but then tells you a riddle.
Step 13
After talking to Cole, go into the Pokemart that looks like a house. It's a bit northeast of Cole. Once inside, talk to the NPC named Guida. She will also give you some questions about Dragons. However, there are no penalties for choosing a wrong answer.
Once you've answered all of them correctly, you can move on to the next step. Guida will tell you in riddles about the location of her friend who's a member of the Dragons Den Clan.
Your next stop will be to visit Tohjo Falls, the path which you use to cross between Kanto and Johto. The house you are looking for is to the left when coming from Kanto. Once inside the correct house. talk to the NPC named Clan Member Eve. She will tell you where the Dragons Den is as long as you complete some of her errands for her.To complete her errands, obtain the following items: 1 Thunder Stone, 1 Leaf Stone, 1 Water Stone, and 1 MooMoo Milk (which can be found in the farm in the route above Olivine City). Once you have all of these items, return to her and she will tell you that the Dragons Den is in Blackthorn City.
Step 14
Once you're in Blackthorn City, make your way up to the top of the city behind the gym. Once you're there, talk to the man guarding the entrance. He will tell you that he wants to do one last test to see if you're worthy of entering. He tells you to go help out the Daycare in Johto, which is located on Route 34.
Once there, make sure to talk to the old man politely or you will have to wait 2 in-game hours to talk to him again. He will tell you that he wants 5 Super Potions first. Run to the Goldenrod Mall and buy 5 Super Potions if you haven't already. Once you give them to him, he will tell you that you have to wait for awhile to see how the potions take effect on the Pokemon he's taking care of, which means you'll have to wait 2 in-game to talk to him again.
After the 2 hours are up, talk to him again and he will tell you that you need to get a special antidote from his friend in the Cianwood City Pharmacy.Step 15
Once you're in Cianwood, go inside the house that's directly above the gym. Talk to the Pharmacist and he'll tell you that he can help you but that he's missing a key ingredient, a Herb. He goes on to tell you that a herb is sold in the Underground Tunnel in Goldenrod City. Travel to Goldenrod City and go into the correct building containing the Underground Tunnel. Once there, follow it through and you'll find the NPC "Shopkeeper Mary". She'll tell you that she has the Herb but that it's the last one she has and that'll it'll cost you
5,000 if you want it. After you've obtained it, go back and talk to the Pharmacist in Cianwood.Step 16
Once you're back in Cianwood City, give the Pharmacist the Herb. He will tell you that he will need some time to prepare the antidote. Wait 2 in-game hours and talk to the Pharmacist again.
Once he gives you the antidote, go talk to the Daycare man again on Route 34. He will tell you that you're just in the nick of time. He'll ask you for one more favor before you go. He asks you to go to Cerulean City and recover a shovel from his old house.
Make your way to Cerulean City in Kanto and press spacebar in front of the door in the house directly above the gym and you should have obtained a shovel in your item pocket in your backpack.Step 17
Now go back to the Daycare man and he will thank you for helping him out. Once you've completed that, simply talk to the Dragon Den Guard in Blackthorn City and he will grant you access to the Dragons Den! Congratulations!
