The Elite 4 Quest is the compulsory quest for attaining access to the Elite 4 as well as access to the next region (Kanto/Johto). It is comprised of multiple tasks players must complete while venturing through various areas, namely Victory Road. Trainers must acquire all 8 badges from the starting region before gaining access to the Elite 4.
Walkthrough
Step 1: Where Art Thou?
If you started in Kanto, go west from Viridian City along Route 22 and enter the big orange building, known as the Reception Gate. If you started in Johto, surf east from New Bark Town and then go through the Tohjo Falls cave, and follow Route 27, which becomes Route 26, all the way into the Reception Gate.
Note: Tohjo Falls, Routes 27 or 26 are not found on the in-game map, but you can't really get lost - unless you lack Requirement #2.
Upon entering the Reception Gate head through the center exit and into Victory Road 1F, where you will find the unnamed Elite 4 Quest NPC. Speak to the NPC and begin the Elite 4 Quest.
Step 2: Happy Machop Training
Depending on your starting region, you must either go to a small house in Cinnabar Island (Kanto) or the Lake of Rage (Johto) and speak to an NPC, named Blackbelt Barney or George. The NPC will give you a Machop. If your team is full it will be sent to your PC.
