Move Tutor

A Move Tutor is an NPC that may offer to teach a Pokémon moves which it may be incapable of learning via level-up or TMs. Move-tutor NPCs may require the completion of a compulsory quest before they offer their services; upon completion, they will charge you a Pokémoney fee for each time you use their services to tutor your Pokémon their designated move.

Outrage

Outrage may tutored via separate NPCs throughout Goldenrod Tunnel, including the Dragon Club subjoined to it, via completion of the requisite mini-quests.

Outrage Tutor

In the lobby of the tunnel, the Outrage Tutor will offer to teach Outrage to a trainer's Growlithe if the requisite mini-quest is completed: a level-25 (or lower) Growlithe must be shown to the NPC, then leveled up to 75. Thereafter, the tutor will offer to teach Outrage to any Arcanine obtained by the player — including ones that were not trained under the course of the quest — for a price in PokémonDollar.png25,000.

Your Arcanine will also require maximal Happiness (255 Happiness points) in order for the move to be tutorable.

Scientist Rosalinda

Additionally, an extension of the Move Tutor's pool of tutorable Pokémon exists in the Dragon Club; Scientist Rosalinda. She will implore that you aid her in her research, by training a level-35 (or lower) Horsea to level 99, evolving it to Seadra and Kingdra throughout training it. Thereupon completion of this mini-quest, in addition to maximizing your Pokémon's Happiness (255 Happiness points), Outrage will be tutorable to the following Pokémon:

Stealth Rock may tutored via an NPC in a house located in Goldenrod City.

Stealth Rock Tutor

In a house located in Goldenrod City, the Stealth Rock Tutor will offer to teach Stealth Rock to an eligible Pokémon by trading in 3 Quartz. A Quartz can be obtained by completing the daily ‎mini-quest at Mt. Mortar.
