Mt. Silver can be accessed west of Route 28 once all 16 badges have been obtained. This location is reputable for containing the highest level wild Pokémon before you can access to Cerulean Cave and Dragons Den in PWO - It also features a Pokémon Center, thus making it a popular training spot for players who have obtained all 16 badges.
