Olivine City is located on the Johto coast, near Ecruteak City and Cianwood City. Jasmine who is specializes in Steel-type Pokémon is the Gym Leader of Olivine Gym. However, the lighthouse of Olivine City is not accesible.

Union Room Trade Office
The Union Room Trade Office is stationed on the peninsula in southern Olivine City, east of the ferry. This office is where can register a password (which contains numbers) for trade accounts that will allow you to trade to enter the union rooms in Saffron City and Goldenrod City.
Ferry
With a transportation ticket or actively usable train pass, players may ride the ferry to any of the other 5 designated destinations. For Johto starters without surfboard navigation, this is the only transportation method to Cianwood City—the successor of Ecruteak City in the line of gyms.

You need to defeat the Olivine Gym Leader Jasmine in order to receive the Mineral Badge and move on to the 7th Johto Gym in Mahogany Town.
