Olivine City is located on the Johto coast, near Ecruteak City and Cianwood City. At Olivine city the house to the right of the dock is where you can register a password ( which contains numbers) that will allow you to trade. This city contains a gym which the leader Jasmine specializes in Steel-type Pokémon.
