The Water Laboratory is located in Saffron City, and has two levels; one above the ground and the other one, underground. It becomes available after completing the Sevii Island Quest. In order to get full access to the Ability Scientist and many wild Pokémon there, you must defeat the intruders in the Water Lab Quest. Many people seek out this location because it has a great variety of Pokémon to hunt, including one of the Legendary dogs, Suicune, which is the first legendary Pokémon to be publicly available on Pokémon World Online.

To complete this quest, you must find the location of all 6 Tracking Devices, which are items represented by pokeballs on the ground. There are many NPC battle encounters with Aqua Team's thugs using a team of 1-3 Pokémons.
Step 1
To begin this Quest, there is no need to talk to an NPC first, but if you want to, talk to Dr. Marina.
Located northwest of the lab, she's the scientist being held captive by three goons, while her Suicune stands firmly by her side.
Step 2
Find all six tracking devices scattered around the Water Lab. Once found, give them to Dr. Marina and interact with her Suicune to move to the underground map.

Step 3
Down the stairs, you're face-to-face with the leader of Team Aqua, Archie, whose Pokémon you must defeat so all the villains can leave the map. Return to Dr. Marina, who asks you to pet her Suicune, who then decides to join your team.
Ability Scientist
After the end of the invasion, this scientist located inside a room at the center of the map, now sells both the Ability Capsule and the Ability Patch for 
25,000. Both items allow you to change the ability of a Pokémon, even if you had previously wasted the one-time-only ability change at the Playerdex.

Water Maniac (Move Tutor)
