Location Water Laboratory is located here in the Kanto region.

The Water Laboratory is located in Saffron City, and has two levels; one above ground and one underground. It becomes available after completing the Sevii Island Quest. In order to get full access to Ability Scientist and many wild Pokémons there, you must restrain the Aqua Team Invasion. Many people seek out this location because it has great variety options to hunt, including Legendary Suicune.

Aqua Team Invasion

To complete this quest you must seek for the location of all 6 tracking devices, which are items represented by pokeballs in the ground. There are many NPC battle encounters with Aqua Team's thugs using a team of 1-3 Pokémons.

Step 1

To begin this Quest, there is no need to talk to a NPC first, but if you want to, talk to Dr. Marina. She is the scientist been escorted by 3 goons while her Suicune stand stead by her side.

Step 2

Find all six tracking devices which are scattered around the Water Lab. Once found, give them to Dr. Marina and talk to her Suicune to move to the underground map.

Step 3

Down the stairs you're face-to-face with the leader of Aqua Team, Archie, whose pkms you must defeat so all the villains can leave the map. Return to Dr. Marina and she asks you to pet her Suicune, which decides to join your team.

Ability Scientist

After the resolve of the invasion, this scientist located inside a room at the center of the map, now sells Ability Capsule and Ability Patch for 25,000 Pokedollars. Both items allows you to change the ability of a pokémon even if you wasted the one-time-only ability change at the Playerdex.
