Route 5 is the junction between Cerulean City and Saffron City. It is the road that you must travel on, to travel to Vermilion City, after obtaining the Cascade Badge from Misty.

Underground Pass
Although the officers in the Saffron City gates will not let a player pass, without a Soul Badge, there is an Underground Pass available in the south-eastern corner of Route 5. This path passes under Saffron City, and it exits on Route 6, south of Saffron City and north of Vermilion City. Players who are unable to access Saffron City are required to take this path, to access Vermilion City.
