As of May 2014, you can now evolve your Chansey into Blissey with 100% Friendship (255/255 Happiness Points). With a base experience of 255, Blissey reaches level 100 at approximately 31.5 million experience.

Currently, Blissey may only be obtained by evolving a Chansey by maximum happinness or by trade.
